August 30, 1999 marked the birth of the ASHRAE Philippines Chapter. The chapter was chartered by ASHRAE President Bill Goodman together with Executive Vice President Frank Coda, DRC Vincent Tse, and ARC Wong Wai Kwong at the Metropolitan Club in Bel-Air, Makati City, Philippines. Silvestre Penasales was the chartered president of the chapter.
